The Defining Louisiana Story

Louisiana occupies a category of one. It is the only state in America where cannabis is dispensed through a literal pharmacy — staffed by a registered pharmacist, regulated by the Louisiana Board of Pharmacy, supplied by exactly two cultivators tied to land-grant universities, one of them a Historically Black College and University. Recreational cannabis remains illegal. Possession of small amounts is decriminalized but not lawful. Tourists pour into New Orleans expecting a Mardi Gras free-for-all and discover a state where the same plant Louis Armstrong celebrated in his 1928 recording "Muggles" can still get them cited, and where federal employers ranging from Barksdale Air Force Base to NASA Michoud test as if it's 1985.

That is the story this site exists to tell — accurately, with respect for the cultural depth, and without pretending the political and regulatory architecture is anything it isn't.
